Fiscal estimate

This doesn't give much detail. But with the initially proposed SB51 bill, where we'd just move to a 100 year rolling windows the DHS indicated no fiscal effect at the state or county levels.  Keep in mind since the WRDA opposed this (SB52), and they and the LRB indicated the need to address the strict liability part.  So when they balk at at the impacts from more comprehensive overhaul of the law, kindly remind them they are hypocrites.

I honestly expected this to give a clearer picture of what we are dealing with or up against.  It doesn't provide an economic impact analysis like I had hoped.   So we have no real numbers on paper yet.   It would be good to expose exactly how much "fraud prevention" actually costs citizens versus how much it purely cushions agency budgets.
